S. Anup Singh was born in 1931. After brilliant scholastic achievement (standing first in India in the Senior Cambridge and Higher School Certificate) he joined Indian Railways through competitive UPSC examination in 1948, where he served a distinguished career of 41 years. In 1989 he held the post of Secretary to Govt. of India, Ministry of Railways, and Member of the Indian Railway Board. He was attached to the Research, Design and Standard Organisation (RDSO), the R&D specialist consultancy cell within Indian Railways, for over 12 years (1958-70). In 1975, he became a member of a high-level Technical Study Team, sent to Tanzania (East Africa) to advise the government on how to modernize and streamline their railway system. Later, from 1979-82, he was sent by Indian Railways to head the Technical task force for the rehabilitation and revitalization of Nigerian Railways.
Since retiring from Government service, S. Anup Singh has been an active member of the Board of Directors of a number of industrial companies, including; the Thapar Group, Escorts, UB Group, HLL and others. He was also nominated to the Board of Governors of the Indian Institute of Technology at Delhi and Kanpur by the Ministry of Human Resource Development and the Government of Punjab respectively. He was also the first Vice Chancellor of the Punjab Technical University. Presently, he sits on the Boards of Management of a number of technical and management colleges.
